The problem of human rights violations and abject poverty is commonplace amongst the pastoralist peoples. The majority of pastoralist peoples in Ethiopia are the poorest of the poor and the most neglected in their naturally affluent land because of lack of human rights, democracy and good governance in the former regimes, which ultimately compromises their human right dignity and tremendously degenerates their national pride. Pastoralist areas are also perenially affected by natural calamities like drought and man made problems like conflict over scarce natural resources. As the result, the suffering of children and women is every day reality among pastoralists.

The panacea of getting rid off the suffering of the humanity and the violation of indigenous right at the cruel hands of perpetrators of violence against human right in pastoralist area is intensifying human right education and advocating for the right of the pastoralists peoples as their problems are fundamentally human right problems.

I am a mouthpiece of pastoralist people and dedicated to the noble cause of allevaiting the suffering of them through sustainable development. Female Genital Mutilation: Still a Reality in 21st Century for Women in Boran Society, Southern Ethiopia.

Despite female genital mutilation (FGM) is under the global criticism and campaign, 90% of the Ethiopia women undergo this barbaric and inhumane practice. The rate can reach as high as 100% in Boran where the problem is incredibly rampant compared with the neighboring ethnic groups of Konso, Hamar and Burji, in which the rate is 0%, 4.9% and 17% respectively.

FGM is the generic name given to those practices that concern with total or partial mutilation or excision of female external genitals. The word “circumcision” cannot explain the whole thing done upon woman under its disguise. Circumcision is misnomer for FGM and it cannot be taken as something equivalent with male circumcision. While the latter involves the removal of the foreskin of the , FGM is more than that. For example, clitoridectomy corresponds with amputation of the most part of the male external sexual organ called . Infibulations is tantamount with the amputation of the entire , all the tissues, and major part of the scrotal skin. Besides the difference of the degree of the amputation, male and female circumcisions also have different psychosocial connotations. While the former gives the sense of domination (manhood), the latter gives the sense of subordination.

Boran are Cushtic speaking pastoralist people settled in the Boran Plateau of the Southern rangeland of Ethiopia. It is one of the best rangeland in Africa and covers 7.2% of the total area of the Ethiopia. Boran are part of the largest ethnic group in Ethiopia called Oromo, which constitutes more than 40% of the total population of the country. Pastoralism is their main life style and almost 89% of them depend on it while the rest are farmers.

There is a great deal of misconceptions and misunderstandings about FGM in Boran society. They consider FGM equivalent to male circumcision and as light as piercing of ear, “gurra uruu.” Thus, they often use gurraa uruu for FGM. Currently, there are three types of FGM in Boran. Sunna circumcision, so common in the Muslim countries is the most predominant one, followed by clitoridectomy. Infibulations, the worst kind of FGM, is performed in the pocket of areas. FGM is performed by the old women though, sometimes, to get marriage, which implies access to resource in the patriarchic society where the men are dominant over the resources, girls perform on each other if their families are too late to have them circumcised.

FGM is critical mainly for two reasons. First, it is performed on the infants who even cannot consent to it. This is the violation of the child right guaranteed under municipal laws and international instruments. Second, it has dangerous medical consequences. These range from psychological traumas to physical ones. The short-term effects include infections, hemorrhaging and tetanus. The long-term effects include, anemia, retention of menstrual blood and urine, kidney and cardio vascular problems, arching intercourse and so on. Doctor Godana Jarso, the Director of Nagelle Borana Hospital, says, “FGM is the burning issue in the Boran. Many women suffering from the post mutilation complications come to the hospital.” Doctor Ibrahim Amae, the Head of Oromiya National Regional State HIV-AIDS Prevention and Control Office, adds, “FGM has serious medical implications in Boran society. Moreover, since it is performed on several girls with the same tool/blade as collective initiation, it contributes to the spread of HIV-AIDS. A nurse at Dirre Health Center, who was the victim of infibulations, pursing her lips and nodding her heads says, “FGM is not time giving issue and we should tackle it soon especially the infibulations.”

To eradicate FGM, active awareness creation education has to be done. Doctor Godana says, “FGM should be included in a routine health education program rather than declaring a one time campaign against it.” He also urged the public to send their children to the school, as the girl education is the most effective prevention mechanism; “The awareness creation should be backed by empowering the women since even if women understand that the practice is dangerous they consent to it to secure marriage to their daughter. Even the girls perform FGM on one another. They indulge in this risky act because they want to secure marriage; FGM is the sine qua non for it. Hence, the awareness creation education should target women primarily because their minds have accepted the practice and the “circumcised” women even insult the uncircumcised one. Moreover, the performers will continue doing the practice despite awareness under the pain of not missing the benefit accrued from the act since they receive the gift called daraaraa after accomplishing it. Hence, creating sustanaible sources of income for them could be one way to alleviate the problem. Thus, it is necessary to create alternative income generation activities for them. In this regard, in Boran some performers have been converted to traditional birth attendants thanks to the intervention and training of GOs and NGOs, this is hope-giving start.

The main justification for FGM is women cannot participate on traditional rituals and cannot acquire husband unless they are circumcised. Boran people have their own traditional legislative organ called “Gumi Gayo”. A significant change could be obtained lobbying the assembly in favor of anti FGM laws allowing uncircumcised girl to attend rituals, asking for the law declaring that the marriage with uncircumcised girls is as good as the marriage with circumcised ones.

In alternative, as in Boran, FGM is performed as initiation rite people may be reluctant to give up it and thus, that case, it is possible to introduce “initiation without bleeding”. This is simply done by observing its ritual aspect minus mutilation.
